The European Union Directive 2010/31/EU relating to the efficient use of energy in construction requires the issue an energy performance certificatefor buildings which are constructed, sold or rented. As of 31 April 2007, an energy performance certificate must be issued – both for the project and for the completed building – for new buildings and for the renovation or rehabilitation of areas in excess of 1,000 m2. Moreover, for those projects and buildings that the authorities determine, external control should be performed by a Building Quality Control Authority.
